METRO RICHMOND ASA UMPIRES ASSOCIATION CONSTITUTION

 

I. NAME

The name of this organization shall be the Metro Richmond ASA Umpires Association  Inc.

 

II. PURPOSE

The purpose shall be to provide softball officials of the highest quality for the teams of the greater metro area.

 

III. MEMBERSHIP

A. Full membership shall be open to all men and women of acceptable integrity who meet the following qualifications.

1. Umpired at least one game in a manner acceptable to the Board of directors.

2. Served a probationary period

3. Registered as ASA umpire

4. Paid dues and any fines or other fees

5. Must be tested each year

6. New umpires must attend the first available rules clinic during the season.

B. Candidates for membership shall be classified as:

1. Trainee-to include those candidates who have attended the umpires’ class, but have not been recommended for membership.

2. Transfer-to includes those candidates who have had two or more years of umpiring experience in another association. Candidate’s application must be accompanied by a letter of recommendation from the last umpires association with which the candidate was a member.

3. Probationary-to include new members recommended by the vice president and shall have all privileges of the association except voting rights. A member on probationary status shall be admitted into full membership upon recommendation of the Board of Directors and majority vote by membership.

C. A full member may request in writing to be placed on status as an inactive member. Such requests must be received by the Board of Directors by the second meeting of each year. An inactive member is one that has paid all dues and met all requirements under section III A3 of the Constitution. These inactive members will be reviewed each year by the Board of Directors and upon proper application and approval by the Board of Directors will be recommended to be reinstated to full membership in the Association. A transfer or inactive member may be voted on at any meeting. Any member who is inactive for a complete season must reapply for membership. If the member has been inactive for a period of not more than twelve months and was in good standing as of his last membership payment, the said member may appeal his status to the Board of Directors . The decision of the Board of Directors is final.

 

IV. MEETINGS

As often as deemed necessary by the Board of Directors with a 48-hour notice, a special meeting may be called by the Board of Directors andm ust be called upon the written request of five members upon 48 hours notice.

 

Each full member will be allowed one (1) missed meeting without penalty.

 

The first unexcused missed meeting will result in a one-game fee fine; the second, a two-game fee fine; the third, a three-game fee fine, etc.

 

Any fines imposed may be appealed to the Board of Directors.

 

Only full members are allowed to miss a meeting with penalty. .

V. OFFICERS AND DUTIES

Only full members shall be eligible to hold office. The officers shall be a President, Vice President, Assignor, Recording Secretary and Treasurer. Their term shall be as listed below in section VI.

President

  • Shall set all meeting dates.

  • Shall be in charge of all meetings, whether they be the body as a whole, the Board of Directors, or just as the representative of the Richmond Umpires Association.

  • Shall work with the assignor in obtaining negotiating and retaining leagues and collection of fees.

  • Shall represent theMETRO  Richmond ASA Umpires Association, INC. at all formal events, where we are to have a representative.

  • Shall have the authority to disperse funds for unexpected emergencies, such as flowers for funeral of any member or his immediate family.

  •  May appoint a parliamentaryn Shall appoint any committee to aid the president in the performance of his duties. Shall receive $125 per year.

Vice President

  • Shall assume all duties of the president in his absence.

  • Shall evaluate all umpires.  

  • Shall be responsible for the training of all new umpires.

  • Shall receive $300 per year.

Assignor

  • Shall work with the President in obtaining, negotiating and retaining leagues and collecting fees.

  • Shall be responsible for assigning all league games

  • May appoint an Assistant Assignor with approval of the Board of Directors. 

  • Shall turn in a timely report to the treasurer for payroll of umpires.

  • May receive a fee of up to $2.00 per game assigned.

               

Recording Secretary

  • Shall be responsible for notifying all umpires about meetings

  • Shall take attendance at all meetings

  • Shall notify Treasurer of all absences

  • Shall take some form of minutes at each meeting, whether it

  • Be the whole body or the Board of Directors. 

  • Shall be responsible for maintaining a current membership roster.

  • Shall be responsible for maintaining the association's webpage

  • Shall receive $300 per year.

  • ​

Treasurer

  • Shall be responsible for collecting money from all leagues and fines and setting up checking accounts that would best benefit the Association.

  • Shall write payroll checks, plus assignor's commission; this information to be received from the assignor.

  • Shall be responsible for all payroll records and give treasurer's report monthly and as requested by the Board of Directors. 

  • shall be responsible for all tax rfiling for the association.

  • Shall receive $300 per year

                            

VI. BOARD OF DIRECTORS AND DUTIES

A. The Executive Committee shall be composed of the officers and six (6) full members at large selected by the members, and their term shall be two (2) years FROM January 1st through December 31st.

 

 1.  THE ELECTION OF THE OFFICERS WILL BE AS FOLLOWS;

  A,  PRESIDENT & SECRETARY SHALL BE ELECTED IN ODD YEARS  

  B  VICE PRESIDENT, TRESURER AND ASSIGNOR SHALL BE ELECTED IN EVEN YEARS. 

  C   THREE (3) AT LARGE MEMBERS SHALL BE ELECTED EVERY YEAR.

2.  Also included is the immediate past president and the Central Virginia Umpire-In-Chief, who will serve as a voting member, if a dues paying member of the Association. Their term shall run from November 1st through October 31st.

B. Duties shall be:

  1. Develop and conduct all activities.

  2. Conduct the examination and grading of applications for membership.

  3. Maintain a check on the efficiency and ability of all members.

  4. Hear and act on all complaints or infractions of Association rules of any member. Shall have the authority to fine, suspend or expel, with any disciplinary action taken to be reported to general membership.

  5. Members at large will be appointed as sergeant-at-arms for all meetings.

VII. AMENDMENTS

The Constitution may be amended by a two-thirds (2/3) vote of the members present at any duly called meeting; notice of such proposed change having been given at least two (2) weeks prior to such meeting.
